Waterfront plan change tops committee of the whole meeting Monday

    Juneau, Alaska (KINY) - The Assembly Committee of the Whole meets Monday evening and will take up a variety of matters including a change to the waterfront plan.

    The change is to Norwegian Cruise Line's purchase of the Subport property and their proposal to build the dock. The change would allow the project to go forward to the planning commission for consideration.

    CBJ contracted McKinley Research to conduct a public survey in 2021. Respondents to the random sample, statistically valid phone survey were asked whether they support development of a large cruise ship dock at the Subport. 56% of respondents were supportive or very supportive, 33% were opposed or very opposed, 10% replied that they don’t know.

    The committee will discuss an ordinance involving a rezone request for a 15-acre parcel on North Douglas approximately 1 mile north of the Juneau-Douglas Bridge. The applicant had requested a rezone from D-15 to General Commercial.

    On January 3, 2022, the Systemic Racism Review Committee concluded the ordinance would likely perpetuate systemic racism if adopted, and recommended the Assembly seek additional public input.

    Members will discuss a change to dockage fee charges. The proposal would have fees increased at all dock facilities that serve vessels as small as private yachts all the way up to large cruise ships. CBJ Tourism Manager, Alexandra Pierce recommends integrating the fee increase for cruise ships into the larger discussion surrounding scheduling and dock assignments.

    The committee will also receive an update on the department of transportation indemnification process and discuss the FY23 legislative priority list.

    The Public Works and Facilities Committee meets over the Noon Hour Monday. Highlighting that agenda is the draft Fiscal Year 2023 Capital Improvement Project List.

    The panel will take up a request from Bartlett Regional Hospital to use $4 Million of its internal reserves to complete construction of the new Behavioral Health Facility.

    The committee will also receive an update on Capital Transit's electric bus.

    The Lands and Resources will meet at 5 pm.
