Driver in Sitka bicyclist hit and run arrested

Sitka, Alaska (KINY) - A 19-year-old woman has been arrested by Sitka Police for allegedly being the driver in the fatal hit and run accident on March 8 that killed bicyclist Terry Carlson, Junior.

Brooke Mulligan was arraigned on the felony counts of manslaughter, criminally negligent homicide, leaving the scene of an accident involving death, and tampering with physical evidence.

Also charged in the case was 70-year-old Richard “Ricco” Mulligan. He was charged with two felony counts, tampering with physical evidence, and hindering prosecution or apprehension in connection to the case.

He was given a summons to appear in court,  but not physically arrested.  He is the woman's father.

Brooke Mulligan was jailed on a $500,000 bail and third-party custodian.
