   Bader being considered as replacement
Juneau School District Superintendent Mary Rubadeau (left) announced at lSchool Superintendent Mary Rubadeau in her district office this morningast night's school board meeting that she is retiring. Rubadeau said it was a difficult decision, but she decided to pursue professional and personal goals at this time. The board responded by opening negotiations with Administrative Services Director Gary Bader to replace the Superintendent. Meanwhile, School Board member David Reaume will vacate his seat this summer to move to Washington state. Reaume's school board term expires in October. As News of the North reported last week, Reaume's wife, Beverly, recently resigned as State Personnel Director.

The School Board adopted a calendar for the next school year last night that still includes a spring break in March. A competing proposal called for eliminating the spring break allowing classes to get out prior to Memorial Day. The panel also decided to open negotiations with Tony Armlin of Ringer Graphics for televising board meetings for the remainder of the this school year. Armlin televised recent meetings on a trial basis.

Juneau Police responded to a knife attack at about 3:30 this morning. Police say 23 year old Joe Williams was arrested after another man called to report Williams was trying to stab him. Dispatchers heard the assault while on the telephone with the victim, according to police. Williams was charged with Assault in the Third Degree, a Class C Felony. He was also charged with Resisting Arrest and Harassment after he spit into the face of one of the police officers. Williams was jailed at Lemon Creek on no bail.

Ten to fifteen calls reporting shots being fired in the Glacier View and Sprucewood Trailer Courts came into JPD shortly after one this morning. People told police they heard three shots. Officers identified a trailer from which the shots may have have originated, but no one was arrested. It was the fourth incident of shots being fired in a span of about three weeks in the area.

Police received a report that a Churchill Court trailer was burglarized sometime Monday or Tuesday. Rings valued at about 18-hundred dollars were reported missing. Property damage was estimated at 850 dollars.

Juneau's 9-1-1 Emergency Telephone System went down for a while this morning. The cause was a problem related the circuitry within the Police Station and not related to power supplied to the building by Alaska Electric, Light and Power.

Governor Knowles (right) is expected to propose an income tax and using the earnings of the Permanent Fund when he lays out his budget plan in the State of the State address tonight. Legislative leaders want the Governor to take several steps immediately to reign in spending. Those include a hiring freeze of non-essential employee; a freeze on hiring; supplemental budgets that reflect reductions rather than increases; reduced spending by state agencies; and a hold placed on new initiatives and programs.

There was more bleak news today from the state's revenue forecasters. Petroleum economist Chuck Logsdon predicted the state will take in one-point-two (b) billion in general revenue this fiscal year -- 600 (m) million less than last year. It's also more than a (b) billion dollars less than the state expects to spend this year.

Legislative leaders are calling for immediate cuts in state spending. Falling oil prices have produced a $1.2-billion dollar gap between projected spending and earnings. The state has $3.5-billion in cash reserves. However, only $700-million can be removed for this year unless three-quarters of the House and Senate approve more. During a news conference yesterday, the Republican leadership (left) said it wanted budget cuts before reaching into that reserve for another infusion of cash.

Juneau's community reception for lawmakers is scheduled at 5-30 this afternoon at Centennial Hall prior to the Governor's State of the State and Budget Address.

arrow.gif (63 bytes)KATH gets "Voyager," is negotiating for "Rosie"
The general manager of the new television station in town that went on the air last year was the guest on KINY's Capital Chat this morning. Charlie Ellis (right) was peppered with calls from listeners aboutKATH General Manager Charlie Ellis on Capital Chat today various programs including the loss of the Rosie O'Donnell Show on local television and what his station might be able to do about it. The program disappeared when GCI dropped the NBC affiliate in Denver which carried the syndicated show. Ellis says they're exploring the possibility of picking up the program. He estimates the cost at between $13,000 to $23,000. KATH is an NBC affiliate, but it also carries United Paramount Network programs. Ellis says the two most popular programs from that source are Love Boat and Star Trek Voyager. Love Boat airs Friday night at eight. The Star Trek program is broadcast Wednesday at 6 p.m. Ellis says KATH is allowed to do a weekend re-broadcast of Star Trek Voyager, but they have to figure out exactly where to air it first. The station also features the Outdoor Channel and three hours of local programming each weekday. KATH is Channel 98 on cable is available as part of the basic package offered by G-C-I Cable.
