Knowles wants more spending on kids
Governor Tony Knowles last night pushed his $2.4-billion budget for fiscal year 1999, saying skimping on education and child protection now will cost more in the long run.   Knowles wants to put more money into his Smart Start initiative which would increase child and health programs, as well as investing more money into education, specifically giving more money to school districts who establish standards and tests for students.  Republican lawmakers says they want a prioritized budget, not a spending increase.  The majority says it plans to cut $50-million from the budget, and that the governor's budget proposal would increase the deficit and taxes.

Local volunteer returns from Guam
