Charges may be filed in oil truck turnover
Yesterday's spill of lubricating oil on Marine Way tied up traffic for a total of 12 hours.  The early morning accident resulted in about 300 gallons being spilled onto the road, and another 10 gallons or so ended up in the storm drain system which empties out into Gastineau Channel.  Captain Michael DeCapua with the Juneau Police Department says he believes that, following further investigation, charges of operating an unsafe vehicle will be filed against the driver of the Glacier Marine Transport truck.   Roy Warren with the State Department of Environmental Conservation says he will forward the case file to the Attorney General's office, where a decision will be made on whether or not to file charges against the driver and company.

"Move" bills surface again
Pre-filed legislation by Representatives Norman Rokeberg and Joe Green to move legislative sessions from Juneau to Anchorage has Juneau's Legislative Delegation planning on extra work.  Representative Kim Elton and Senator Jim Duncan say the legislation is simply representing further battles that have already been won, and are nothing more than a way to score political points.

Hudson suggests office shuffling plan
Representative Bill Hudson says he believes Juneau should be working with the government to provide adequate office space for Legislators and staff, in an effort to stop legislation like that filed by Representatives Green and Rokeberg.  Hudson says he'd like to work toward moving the Governor's and Legislative offices into the State Office Building, and perhaps put the State Library in the Capitol Building.

Teen criminals now face media exposure
A new law that went into effect New Year's Day requires authorities to release the names of juveniles aged 13 and older who are accused of serious crimes.  The list of crimes requiring disclosure include rape, robbery, arson, burglary and drug-dealing.  The state Division of Family and Youth Services would be the agency responsible for the disclosure.  Critics of the law say successful rehabilitation of these young offenders calls for protection, and this law doesn't give that.

Grave robbers busted
Charges have been filed with the Johnson Youth Center relating to an incident last month where a casket at the Evergreen Cemetery was partially disinterred.  Juneau Police filed the charges against two male juveniles, aged 16 and 17.  The charges were Criminal Trespass in the Second Degree and Misconduct Involving a Corpse, both misdemeanors.

CBJ warns of freezing pipes
The City Borough of Juneau Water Utility Division is urging residents who may have had a problem with frozen water pipes last winter to take precautions now, like checking heat tapes and insulation on pipes, to avoid similar problems this year.  So far the Water Utility has responded to only two cases of frozen pipes, both of those were in uninsulated crawl spaces.
